I have a few things I would like to suggest.
First a question, what aspect of towns do factions earn money from? Members or level?
Now...
1) I would like to suggest that factions can chose how they make money.
A) Classic Town/Money thing, they own a town and get wages for it. This makes for large empires.
B) A more Nomadic Money/Kill system, this would allow factions to not claim towns and to take a more roaming stance, their members could simply roam around and murder for money. These people would be like bandits.
C) A work/money system. By this I mean a faction would get money by doing working and doing normal things like cutting trees and mining. This would suit the weaklings err... I mean the less Pvp oriented people.
This system could get interesting I think. If a town was owned by an A type faction, it could have C's in it, the town would be raided by the B's who would get money for killing. The C's might not be happy with the A's who are protecting them since they control the town.
Also, if the factions were to get benefits from this like the C's couldn't do as much damage or the A's and B's got bonuses to their combat skills, they would be the fighters whereas the C's would have to either be owned by a faction or try and buy the C's to peace.
This also would solve the PvP issue of some people wanting to be in a faction but not wanting to fight, they could be in the C's. The people who want to fight could be in the A's, or B's. The B's might not make a whole lot of money so the A's would also have an appeal to them. Im not quite sure on all of the fine details but that is my first idea.
2) Allowing Player-made Factions.
This kind of ties in with the idea above but still could stand alone.
In the above scenario, the only player-made factions would be the kingdoms and the other two would be something called Nomads or Raiders and the Builders or Workers. The third factions could be player made and would be kingdoms of sorts. I think the system would make a weak faction fail since they must be able to protect their towns or they would all die repeatedly. Perhaps the Raiders could take a Kingdoms home town and the faction would be disbanded? Im not sure.
In the current system, we could do with a little more competition than just two massive factions killing each other while the third slowly makes a comeback and replaces the weaker third.
