Settlement protection glitch

Hey andf, so people in your own settlement (mine atleast)can destroy any block within the settlement regardless of rank and if it is claimed as another person's home or not. Not sure if this is a widespread problem but yeah, something to look into.

* EDIT: wait nosir it doesnt work. It stops from breaking other's stuff but even with /aenable i cannot modify settlement or houses that arent mine.
